Tender Announcement for Oily Waste Sludge Treatment at  Azzawiya  Oil  Refinery.

Azzawiya Oil Refining Company Inc. (ARC), a subsidiary of National Oil Corporation (NOC), located approximately 50 km west of Tripoli on the Mediterranean coast, invites qualified and experienced contractors to submit tenders for the treatment of approximately 10,000 m³ of oilywaste sludge. This sludge is currently contained within two waste oil ground pits at the Azzawiya Oil Refinery. All treatment operations must adhere strictly to international standards and specifications.

The main elements of the scope of work include, but are not limited to:

  • Methodology and Material Specification: Provide a comprehensive technical procedural description of the proposed treatment methodology, including the quality and rates of materials to be treated and recovered.
  • Site Preparation and Equipment: Outline all necessary site preparations, equipment, and materials required for the treatment process.
  • Field Connections: Specify requirements for field connections to available facilities that will facilitate a smooth treatment process.
  • Supply, mobilize, and demobilize all necessary tools, tackles, machinery, etc.
  • Conduct all required laboratory analyses and issue necessary certifications.
  • Recovered Oil Handling: Perform all preparation, loading, and transfer of recovered oils (Bs&W ≤ 1%) to existing crude oil tanks.
  • Solid Waste Disposal: Handle loading, transporting by transfer trolley, and disposal of hydrocarbon-free sediments (less than 5% non-toxic content) to a landfill area specified by ARC.
  • Water Disposal: Transfer and dispose of recovered water (hydrocarbon content < 200 ppm) to the existing API separator.

Tender Submission Requirements:

  •  Document Bid Fees: A non-refundable fee of $1,000 USD is required to purchase the tender documents.
  • Refundable Bid Bond: A refundable bid bond of $5,000 USD is required. This must be in the form of an irrevocable and unconditional standby Letter of Credit (L/C), confirmed and advised through the Libyan Foreign Bank, Tripoli. The L/C must be valid and effective throughout the offer validity period.
  • Tender documents can be purchased, and documents submitted, from       July 20, 2025, to August 03, 2025.
  • Tender Closing Date: Your offer must be submitted by August 21, 2025, at the latest.

Companies interested in participating in this tender must submit the following documents, along with a copy of this advertisement stamped by the company/contractor:

  1. Company Introduction: Highlight your company’s specialized fields of activity.
  2. Valid Licenses: Provide valid licenses for conducting business operations.
  3. Financial Status: Submit approved financial statements for the last three years, including annual budgets.
  4. Organizational & Equipment Details: Provide your company’s technical staff organization chart and equipment list. Include a list of proposed personnel assigned to this project with brief CVs.
  5. Contact Details: Furnish the address of your company’s head office and any branch in Libya (if applicable), telephone numbers, email address, and official website.
  6. Project Experience: Provide a detailed list of past and current projects, especially similar projects, including owners, locations, and contract prices.
  7. Completion Certificates: Include certificates of completion for similar projects previously executed.
  8. Joint Venture/Subcontractor Information: If applicable, provide full information about any joint ventures or subcontractors, including their experience in similar projects (complete profiles).
  9. Authority Letter: If a branch or partner company is being pre-qualified, an authority letter from the parent company is required.
  10. Offer Submission Format: Offers must be sent in three (3) separate, red wax-sealed envelopes as follows:
