EXTENSION OF INVITATION TO BID FOR THE FREIGHT FORWARDING AND LOGISTIC SERVICES

We are Azzawiya Oil Refining Company is a subsidiary of the Libyan National Oil Corporation .

Main activities are crude oil refining, asphalt production, blending and filling of mineral oils, besides the exportation of crude oil via its oil harbor, and the importation of oil derivatives needed by the local market.

Azzawiya Oil Refining Company deals with many suppliers all over the world especially European countries ex..(Italy, UK, Germany, Netherlands) to cover all the company needs.

Therefore, the Tenders Committee of the company announce to bid for Freight Forwarding and Logistic Services, to and from Libya, in accordance with the following conditions:-

1. Aims of the services

1. To optimize the cost of the Freight and logistics Services. 
   1. To have forwarding Services and Logistic solution support to and from Libya.
   1. To improve the Total Lead Time of the ordered material.
   1. To ensure that the ordered materials are delivered in accordance with Purchase Orders (P.O) issued by conducting the visual check of material, quantities, identify and report any discrepancies such as missing items, damaged items, corroded items, and untagged items etc.

NOTE: Tender documents will be sent to the bidder as soon as we receive the prove of payment, payment to be made during the dates from the 29^th of August 2022 till the 05^th of September 2022.

3. Preparation and Contents of your Bid

 Your Bid should contain the following:

(a) Cover Letter.

(b) Balance sheet and income statement for the last ( 3 ) years.

 (c) Previous Experience               

Your cover letter should give a brief overview of your company profile, the properties owned by your company (including land, vehicles, and equipment) and a brief explanation of how many personnel are employed by your company (administrative and field/technical personnel).

4. Submission of Bids by Courier Service

4.1 The Bids shall be signed, stamped on each page, and submitted as detailed below, placed in a separate envelope, and sealed with red wax:

a) One original with prices/unit rates marked “Confidential Original”

b) One unpriced copy marked “Confidential Unpriced Copy”

c) A Bid Bond equal to (2,000.00) Two Thousand Euros in a form of a standby L/C valid for one month after expiration date of the offer.

4.2 The Bids must be marked, addressed, and delivered to:

 4.3  It is the exclusive responsibility of the bidder to ensure that its bid is sent by the courier to the address mentioned in the item (4.), on or before the closing date of Thursday the 29^th of September 2022 14:00 hrs. Libyan local time (any bid sent after the closing date will be rejected).

NOTE: Tracking code of the parcel to be sent via electronic email as soon as the offer is sent.

      ARC may, at its discretion, extend the deadline for the submission of Bids, by notifying all prospective Bidders in writing. The extension of the deadline may come as a response to a clarification requested by a prospective Bidder.

5. Submission by Email

    Following to item (4) above, your Company shall submit the un-priced offer via electronic mail provided that the un-priced offer is a scanned copy of the original and must bear the signature of the authorized representative of your company (to be stamped) and sent to the dedicated Email Address:

    Your un-priced offer should be delivered to the designated E-mail address specified above and will NOT be accepted if received after the designated closing date.

Kindly note that the unpriced offer shall not include any prices, otherwise your offer will be rejected.

Any requests for clarification should be sent by email to the above-mentioned email address.

6.Bid Validity Period

   Your Bid should be valid for a period of Ninety (90) days from the deadline for submission (bid closing date).

7.Evaluation Criteria

7.1 ARC will determine whether each Bid has been properly substantially responsive to the requirements of the bidding documents. A substantially responsive Bid is one which conforms to all the terms, of the bidding documents, without material deviation or reservation. The evaluation criteria are as follows:

• Financial Capability Balance sheet and income statement for the last (3) years
• Executed contracts of similar or higher price.
• Technical Capability (adequacy of personnel, vehicles, and equipment).

7.2 If a Bid is considered not substantially responsive by ARC, it will be rejected.

8. Award of Contract

8.1 ARC will award the contract to the Bidder whose Bid has been determined to be most substantially responsive considering financial capability, technical capability, and who has bided the most competitive price.

8.2 Notwithstanding paragraph 8.1 (above), ARC reserves the right to accept or reject any Bid, and to cancel the bidding process and reject all bids, at any time prior to the award of contract, without thereby incurring any liability.
