Tender Announcement: Metal Roof Replacement Project
The Main Tenders Committee of Azzawiya Oil Refining Company (ARC) hereby announces a tender for the project: Replacement of the External Metal Roofing for the Turbine and Pump Halls at the Sea Water Intake Station.
Specialized companies with the required legal standing, technical competence, and interest in executing this project are invited to collect the Tender Documents (Booklet) from the Tenders Committee Rapporteur at the ARC office in Tripoli during official working hours, from Sunday, 19/04/2026 to Sunday, 26/04/2026, in accordance with the following:
Terms and Instructions:
- Collection of Documents: Tender Booklets can be collected during official working hours (09:00 AM to 01:00 PM), except Fridays and Saturdays, throughout the specified period. A non-refundable fee of 2,000 LYD (or its equivalent in foreign currency) is required. Bidders must provide an official authorization letter for the person collecting the documents, stamped with the company seal.
- Submission of Bids: offers must be submitted to the Tripoli office during official working hours (09:00 AM to 01:00 PM), except Fridays and Saturdays.
- Submission Format: Bids must be submitted in four (4) separate, closed envelopes sealed with red wax, as per the tender conditions. Each envelope must clearly state the Company Name and the Tender Name:
- Envelope 1: Technical Offer (Original + 1 Copy).
- Envelope 2: Unpriced Commercial Offer (Original + 1 Copy).
- Envelope 3: Priced Commercial Offer (Original + 1 Copy).
- Envelope 4: Preliminary Bid Bond valued at 10,000 LYD, issued via a certified check in favor of Azzawiya Oil Refining Company.
- Bids without the initial bid bond will be rejected.
Required Documentation:
Bidders must attach a file containing the following documents:
- Articles of Association, official extract from the Commercial Register, valid business license for the relevant field, Chamber of Commerce membership proof, and a valid Tax Clearance Certificate.
- A statement of financial status, including audited balance sheets and final accounts for the last three years, certified and stamped by a legal auditor.
- A list of current projects and previous experience in similar works, supported by official completion certificates from relevant clients.
- The company’s organizational structure, staff list, and a roster of specialized technical personnel.
- Contact details, including the main headquarters and branch addresses in Libya, phone/fax numbers, website, and official email address.
General Provisions:
- Bid Validity: Offers must remain valid for 90 days from the final submission date.
- Submission Deadline: The final deadline to deliver bids to the Tenders Committee Rapporteur in Tripoli is 12:00 PM on Sunday, 17/05/2026.
- Opening of Bids: A date for opening the priced envelopes of technically accepted offers will be scheduled in the presence of company representatives.
- Performance Bond: The winning bidder must submit a Performance Guarantee of 10% of the total contract value within 30 days of the notification of award.
- Tender Contents: The Booklet includes the full scope of work, specifications, bill of quantities (BOQ), and other necessary data.
