Invitation for Prequalification – Project for Improvement of Oil Separation System at Benghazi Asphalt Plant

Azzawia Oil Refining Company hereby invites specialized national and international companies, with proven capability and competence to execute the required works, to submit a complete file to the Company’s Tenders Committee for prequalification. Based on the evaluation, suitable and qualified companies will be shortlisted and invited to participate in the tender for the project.

Project Title: Tender for Improvement of Oil Separation Systemat Benghazi Asphalt Plant.

Project Scope:
The project consists of contracting with a specialized company at ARC’s Benghazi Asphalt Plant to enhance the performance of oil separator basins through the installation of floating drum-type oil skimmers. The scope includes supply, installation, commissioning, and operational training to ensure improved separation efficiency, environmental compliance, and sustainable operations. The objective is to increase oil recovery efficiency, reduce water contamination, and ensure long-term reliable operation of the oil-water separator system.

Documents Required for Prequalification:

• Statement of the company’s headquarters and branches in Libya, including phone numbers, fax, website, and email address.
• Declaration confirming specialization in the relevant field.
• Company profile including:
  • Articles of Association.
  • Official extract from the Commercial Registe.
  • Valid license to practice the relevant activity.
  • Proof of registration with the Chamber of Commerce.
  • Valid tax clearance certificate.
• Financial status report including audited balance sheets and final accounts for the last three years, certified by a legal auditor, in both Arabic and English
• List of current projects and previous experience in similar works, supported by official completion certificates issued and endorsed by the contracting entity.
• Organizational structure of the company and list of technical staff and specialized workforce.

• This prequalification invitation does not constitute a tender invitation and does not oblige ARC to issue tender documents or invite any of the prequalified companies to participate in the final tender.
• ARC reserves the absolute right to reject any applicant company, and its decision shall be final and not subject to appeal.
• Only companies that successfully pass the prequalification process will be invited to participate in the tender and receive the specifications and conditions booklet.
