Azzawiya Oil Refining Company (ARC), a subsidiary of the National Oil Corporation (NOC) of Libya, located approximately 50 km west of Tripoli, is pleased to invite qualified companies to participate in a tender for the Sale of a single shipment of Vacuum Gasoil (VGO)<\/strong> in the following quantities: –<\/p>\n\n\n\n

• 17,000 Metric Tons (MT)<\/strong> \u00b110%<\/strong> from Benghazi Port<\/strong><\/li>\n<\/ul>\n\n\n\n

  Tender Documents & Participation Procedure:<\/strong><\/p>\n\n\n\n

  \n
  1. Tender Documents<\/strong> will include material specifications and quantity details.
     To obtain the documents, interested parties must pay a non-refundable fee of 2,000 LYD<\/strong>.<\/li>\n\n\n\n
  2. Document Collection Period:<\/strong>
     From January 06, 2026, to January 08, 2026<\/strong>
     Location: Tender Committee Secretary, Office No. 11, Main Administration Building<\/strong>
     Note: Tender documents will only be provided upon receipt of proof of payment as a receipt from ARC’s Finance Department.<\/em><\/li>\n\n\n\n
  3. Bid Bond Requirement:<\/strong>
     Each offer must be accompanied by a refundable bid bond of 10,000.00 $.<\/strong><\/li>\n<\/ol>\n\n\n\n

     Note: Offers submitted without a bid bond will not be considered.<\/em><\/p>\n\n\n\n

     1. Submission Deadline:<\/strong>
        Completed offers must be submitted no later than 1:00 PM on January 13, 2026<\/strong>.<\/li>\n\n\n\n
     2. Performance Bond for Awarded Bidder:<\/strong>
        Upon receipt of the Letter of Intent, the successful bidder shall increase the bond amount to 20% of the total shipment value<\/strong>, to be released upon the opening of the L\/C.<\/li>\n\n\n\n
     3. Offer Validity:<\/strong>
        Bids must remain valid for a minimum of 45 days<\/strong> from the date of submission.<\/li>\n<\/ol>\n\n\n\n

        Tender Participation Requirements:<\/strong><\/p>\n\n\n\n

        Interested companies are required to submit the following documents to be considered for participation:<\/p>\n\n\n\n

        1.    Company profile highlighting areas of specialization and relevant experience.<\/p>\n\n\n\n

        2.    Valid business licenses.<\/p>\n\n\n\n

        3.    Copies of the Commercial Registration Certificate, Chamber of Commerce membership, and valid tax clearance certificate.<\/p>\n\n\n\n

        4.    Audited financial statements for the past three fiscal years, including the annual budgets.<\/p>\n\n\n\n

        5.    Full contact information including company address, telephone numbers, email addresses, and website. Please indicate any branch offices in Libya.<\/p>\n\n\n\n

        6.    stamped copy of this tender announcement by the participating company.<\/p>\n\n\n\n
