We Azzawiya Oil Refining Company Inc. (ARC), subsidiary of National Oil Corporation of Libya (NOC), is located about 50km west of capital Tripoli. The Refinery has a marine terminal comprising three mooring berths for the import and export of crude, semi-finished and finished petroleum products.
- Aims of the Services
ARC intends to carry out a complete overhaul of a Product Fluid Swivel which was brought out to marine site for breakdown including inspection, repair and replacement of defective parts, painting, testing, certification etc. as per the internationally approved standards and specifications.

NOTE: Tender documents will be sent to the bidder as soon as we receive the prove of payment, which to be made during the dates from Tuesday the 17th of September 2024 till Thursday the 19th of September 2024.
3. Submission of Bids by Courier Service
3.1 The Bids shall be signed, stamped on each page, and submitted as detailed below, placed in a separate envelope and sealed with red wax:
a) One original technical bid marked “Confidential Technical’’+2 copies.
a) One original with prices/unit rates marked “Confidential Priced Original” +1 copy.
b) One un-priced marked “Confidential Un-priced” +2 copies.
c) A Bid Bond equal to (5000.00) five thousand Euros in a form of a standby L/C valid for one month after expiration date of the offer as per the form that will be attached with the ITB documents.
3.2 The Bids must be marked, addressed and delivered to:

3.3 It is the exclusive responsibility of the Bidder to ensure that its bid is sent by courier to the address mentioned in the item (3.2), on or before the closing date of Tuesday the 3rd of October 2024 at 13:00 hrs. Libyan Local Time (any bid sent after the closing date will be rejected).
NOTE: Tracking code of the parcel to be sent via electronic email as soon as the offer is sent.
4.Bid Validity Period
Your Bid should be valid for a period of hundred and eighty days (120) days from the deadline for submission (bid closing date).
If a Bid is considered not substantially responsive by ARC, it will be rejected.
5. Award of Contract
5.1 ARC will award the contract to the Bidder whose Bid has been determined to be most substantially responsive considering financial capability, technical capability, and who has bided the most competitive price.
5.2 Notwithstanding paragraph 5.1 (above), ARC reserves the right to accept or reject any Bid, and to cancel the bidding process and reject all bids, at any time prior to the award of contract, without thereby incurring any liability.
6. companies wishing to precipitate in the tender shall submit the following documents:
1- Introduction of the company highlighting the specialized field of activities.
2- Valid license for carrying out company.
3- Statements of approved company’s financial status for the last three years (including annual budget).
4- Company technical staff organization chart and equipment list, including List of proposed personal assigned for this project with brief CV.
5- Contact details i.e. address of the company head office and branch in Libya if available, telephone, email address, official website..etc.
6- Detailed list of post experience.
7- Certificate showing the completion for similar works in the past.
Notes:
All the spare parts required for the swivel maintenance must be genuine, to be provided from original equipment manufacturer.
